The division sees Radcliffe enter following their promotion as Champions from the Northern Premier League Premier Division after finishing with 87 points. Runners-up in that league, Macclesfield, lost the play-off final to third-placed Marine, who make the step up.
Meanwhile, Needham Market, who finished as Champions of the Southern League Premier Division Central are joined with play-off winners Leamington as the two promoted from that pool.
Brackley Town remain in the division after being edged out by Boston United in the National League North play-off final, with the Pilgrims making their return to the fifth tier.
Elsewhere, two of the four sides from the National League have been allocated the Northern section of Step Two, with Kidderminster Harriers ending their one-year stay in tier five, along with Oxford City, who also had a single campaign at the level above.
