He pens a two-year contract, with the move subject to EFL ratification. He will wear the No 25 shirt.
The 23-year-old progressed through the ranks at Bolton Wanderers before signing for the Latics in 2018. The midfielder made two senior appearances for the Trotters, and also spent time on loan at Sutton Coldfield.
Perry was a key figure in Wigan’s development side and made his senior Latics debut in September 2020 in their League One clash at Ipswich Town and went on to appear 25 times in total last term as he helped the Latics survive in the third tier.
First team manager Neil Cox told iFollow Iron: "He's impressed in his trial period with us and we've looked into his character, speaking to people at Wigan and others who know of him, and he's just what we need. He's a midfield player who can create chances, passing his way through midfield and always wants the ball at his feet.
"He wanted to come to this football club, although he knows it won't be easy getting into the team as we have a good squad coming together now. I'm happy he's in the building, he's already settled in very well and looking forward to kicking his Scunthorpe United career off."
Following the eighth arrival of the summer, Cox added: "We knew the signings were going to eventually come and I'm happy with what I have in the building at the moment, but we're still looking for a couple of others if possible. We're going to look at the loan market again and we're trying to get some over the line, though it's difficult at this moment as clubs wait to see what they have before letting players out, but we're hopeful of getting a couple over the line."
