The 18-year-old was among the stand-by list for the original squad announcement in midweek, but has since received his first formal call-up with the side.
Pugh, who is eligible to play for the country because of his father's nationality, was invited to a training session in March and has subsequently impressed enough to be included in the latest selection.
The midfielder will join up with the team on Sunday for a training camp, joining up with the other 19 squad numbers, before flying out to Albania for two matches.
Wales Under-21s will take on the south-eastern European side twice in three days, first locking horns with them on Sunday, June 9th before the two teams meet once more on Tuesday, June 11th.
