The London-based referee will travel to the CNG Stadium for his 13th game of the season and his seventh in Sky Bet League Two. The current campaign is his first as an EFL referee after being promoted to the National List following two seasons as a Level 2A official.
His last game in the middle was a week ago in Sky Bet League Two at Stevenage as they won 2-1 against Port Vale, while he was fourth official on Saturday in Sky Bet League One in the match between Oxford United and Swindon Town.
His first match as a National List official was in the Papa John's Trophy as Gillingham beat Crawley Town 2-1. He showed two cautions. Meanwhile, five yellow cards were shown in his opening League Two match as Cambridge United beat Carlisle United 3-0.
As a new official, Howard takes charge of a Scunthorpe match for the first time, but has followed Harrogate Town into the EFL, refereeing them once in each of the last two seasons. He's also taken charge of the Sulphurites already this season, dismissing captain Josh Falkingham for two first-half yellow cards in their away defeat at Newport.
Last year, he officiated in 14 National League encounters, including one play-off game in July, showing 35 yellows and two reds. So far this season, he has shown 38 yellow cards and two reds in 12 matches.
On Tuesday, Howard will be assisted by Abbas Khan and Richard Wigglesworth, while Tom Nield has been appointed as the fourth official.
