The 19-year-old midfielder joins the Iron until the end of the season and is available for selection ahead of our National League clash with Barnet later this week.
A former Leeds United academy player, Fewster insisted he is keen to get going in claret and blue in the upcoming weeks.
"I am delighted to be here," he told Iron Player. "It's a big club with a huge fan base and I am excited to get going really.
"It's a challenge and I like a challenge, so I can't wait to get stuck into it and get to know the lads."
Turning out eleven times for Forest’s Under-23 side this season, the Scarborough-born midfielder describes himself as a tenacious hard-working kind of player.
"[I am] a box-to-box midfielder, aggressive," he added. "I like to get on the ball and keep it ticking but when we don’t have the ball, I like to get it back as quickly as possible really.
"I was at Leeds United academy until I was 17 and then I moved onto Nottingham Forest. I have spent the last year-and-a-half there in the Under-23s and made my professional debut in January which was good.
"I think this is the next step in my development and I am really looking forward to getting going."
Having previously seen videos of our unwavering support at Glanford Park, the former Pickering Town man is ready to show our fans just what he can do, starting with this Friday’s clash against the Bees.
"I can't wait and it’ll no doubt be a big game," Billy said. "I have seen the videos of fans and the culture around the club. I can't wait to see it.
"It looked amazing. Really loud and I can't wait to play in front of those fans."
Adding how former Iron loanee Ryan Yates was keen to send his well wishes prior to the move, Fewster insists following in the footsteps of the 25-year-old is something he is hoping to do.
"Yatesy is really good to me when I am training with the first team, helping me and talking me through it," he added.
"With training and advice, he also spoke to me about loans and he thought this was a really good move for me.
"Obviously he has played in the top four divisions and he is now arguably one of the best in the Forest team at the moment. If I can follow in his footsteps then that's brilliant."
